Physical Needs Assessment Experience
HUD PNA BETA TESTING_ Recently HUD has developed a new web-based environmentally conscious Green Physical Needs Assessment (GPNA) evaluation tool and a number of Public Housing Authorities across the country served as Beta Testers for the program. Based on GLE’s extensive experience in performing PNA’s for public housing authorities throughout the Southeast, GLE provided Beta Testing services for both the Ft. Pierce and Pinellas County Housing Authorities. In addition, to develop sustainability strategies for inclusion in the GPNA, GLE performed energy audits at Pinellas County HA’s properties. For Ft. Pierce Housing Authority, GLE evaluated seven properties, including 897 units. GLE evaluated three public housing developments, totaling 495 units for the Pinellas County Housing Authority. As part of the Beta Testing program, after completing the GPNA’s, GLE provided feedback to HUD related to the new tool and protocol.
GAINESVILLE HOUSING AUTHORITY (GA)_ GLE was selected to provide Physical Needs Assessments and Viability Assessments for the Atlanta Street Apartments (80 units) and Green Hunter Homes (51 units). In addition, GLE has completed an asbestos survey of the properties. The Housing Authority will use the findings from GLE’s Surveys for a Demolition Grant Application to redevelop the property. In addition, based on the findings of the surveys, GLE is also preparing a Master Plan for the proposed new site.
HINESVILLE HOUSING AUTHORITY_ In 2010, GLE completed a Physical Needs Assessment of the Hinesville Housing Authority’s Regency Park Apartments located at 100 Regency Place in Hinesville, Georgia. The Property is currently being used as low-income subsized housing and consists of 128 apartment units in 14 two-story buildings. The Housing Authority requested GLE inspect and evaluate the conditions of these buildings and the site to determine what renovation measures were needed.
UNION COUNTY HOUSING AUTHORITY_ GLE recently completed construction documents to bring UCHA’s housing inventory into Section 504/ADA handicap accessibility compliance. This project followed GLE’s completion of HUD Physical Needs Assessments (PNAs) and Section 504 Surveys of UCHA’s four properties, which contain over 100 units. GLE’s PNAs identified and prioritized both current and future capital fund modernization needs.
MARIETTA HOUSING AUTHORITY_GLE was selected in 2009, as the consultant to provide HUD-compliant Physical Needs Assessments and Viability Assessments for the Marietta Housing Authority’s Branson Homes (75 units) and Ft. Hill Homes (120 units). GLE provided Marietta Housing Authority with a description, conclusion and recommendation for each component of the two sites such as the structure, roof, interior, mechanical and plumbing systems, and electrical systems. GLE also provide limiting conditions and the probable cost of construction.
GLE was able to recommend the best options for Marietta Housing Authority based on there current funding and capital improvement needs and complete all activities 30 days from notice to proceed. GLE was recently awarded another contract from MHA for asbestos and lead consulting services.
PINELLAS COUNTY HOUSING AUTHORITY_ GLE has provided various services to Pinellas County Housing Authority over the past 10 years, including most recently Physical Needs Assessments (PNAs) for Crystal Lake Manor, Magnolia Gardens, and Palm Lake Village. GLE has also completed PNA’s for Rainbow Village, French Village and Lakeside Terrace. After completing these PNA’s, GLE was asked to perform some noted corrections including:
French Villas – GLE completed construction documents, and assisted Pinellas County Housing Authority in obtaining bids from qualified contractors and provide construction administration services to replace the existing entry doors and windows at the subject property with new components and new one-hour components where necessary.
Lakeside Terrace – GLE completed construction documents, and assisted Pinellas County Housing Authority in obtaining bids from qualified contractors and provide construction administration services to replace the existing handrails, entry doors and windows at the subject property with new components and new one-hour components where necessary.
Lakeside Terrace Entry Sign – GLE provided construction documents for a new monumental entry sign for the Lakeside apartment complex.
Saratoga Apartments – GLE completed constructions documents, and assisted Pinellas County Housing Authority in obtaining bids from qualified contractors and provided construction administration services to upgrade two apartment units for ADA accessibility. The scope of work included site redesign, structural consultation and MEP design services.
ST. PETERSBURG HOUSING AUTHORITY_GLE’s service as the term contract architectural firm for the St. Petersburg Housing Authority (SPHA) spans the past ten years and 49 projects. GLE provides design services, construction document preparation and construction administration services for various revitalization projects. We have also completed Physical Needs Assessments for Clearview Apartments, Romayne Apartments, and Disston Apartment Communities. In addition, GLE completed Property Condition Assessments for three privately owned multi-family properties as part of SPHA’s potential purchase of these properties. Additionally, because of GLE’s in-house environmental consulting staff, we provided professional consulting services in the areas of lead-based paint, asbestos and radon mitigation. Projects identified via this contract include modernizations to James Park and Clearview communities, 504 compliance projects, reroofing projects, community center additions and administrative office renovations.
