Manatee County Health

Department

SSAR/LSRAP Preparation

GLE performed comprehensive sub-surface investigations at the property in support of a Site Assessment Report, which identified free-phase petroleum product and petroleum-related impacts to soil and groundwater at the site. GLE performed site investigations at the property to complete the site assessment report (SAR) for the site, in accordance with Florida Administrative Code (FAC) 62-770.  Based upon the results of the Site Assessment, GLE performed source removal activities, and installed an infiltration/recharge gallery installed at the site. A Site Assessment Report (SAR) was completed and submitted to FDEP.

Recent supplemental site investigations in 2007 revealed that petroleum impacts are present beneath the building housing the Manatee County Health Department (MCHD) in the form of free phase petroleum product and associated groundwater contamination.  The contamination is limited in areal and vertical extent due limited movement of the groundwater in the area of the site.  The relatively flat water table in the vicinity of the site has allowed the free product beneath the building to remain limited in extent; the product has degraded slowly over time, resulting in a groundwater contamination area of limited extent and of low petroleum constituent concentrations.

GLE was authorized by Manatee County to prepare a Limited Scope Remedial Action Plan (LSRAP) to address the impacts beneath the building.  GLE prepared the LSRAP, recommending the installation of a series of large diameter wells directly adjacent to the building to serve a dual purpose: free product recovery for source abatement and bioremediation innoculum applications for in situ groundwater treatment and polishing of the residual smear zone impacts.  The LSRAP was approved by FDEP and a Remedial Action Plan Approval Order issued by FDEP on October 10, 2007.

The utilization of the proposed innovative remedial action will result in a very low cost remediation of the site, especially when compared to the installation and operation of a multi-phase remediation system.
