Environmental Term Contract


GLE has served as JEA’s Industrial Hygiene and Safety consultant since October 2006. Through this term contract, GLE provides routine asbestos, lead-based paint, industrial hygiene, indoor air quality and safety consulting services for JEA facilities located throughout North Florida. GLE has completed over 100 individual projects for JEA since the initiation of our contract.

 

Our projects have ranged from emergency asbestos/lead/mold responses, remediation construction oversight, industrial hygiene monitoring program development, to large scale asbestos and lead surveys. GLE has performed large-scale comprehensive asbestos and lead surveys at the Buckman Incinerator, Unit #1 at the Northside Generating Station, and 16 Waste-Water Treatment Plants.

 

GLE provided the hazardous materials survey, assessment and asbestos/lead abatement design services associated with the planned abatement and demolition of the decommissioned Unit 1 Oil Fired Boiler and Stack at JEA's Northside Generating Station (see pictures below). The approximately 161 foot decommissioned boiler was originally constructed in the 1970's. GLE is currently providing third-party environmental consulting services for the abatement of thousands of linear feet of asbestos-containing thermal system insulation from the structure.

 

Our services have included pre-renovation or pre-demolition surveys for lead and asbestos, and subsequent remediation oversight. During remediation efforts, GLE’s on-site representatives ensure that all work is performed in accordance with written specifications and applicable rules and regulations, ensuring a safe work area for remediation workers, contractors working in other areas, and occupants of the buildings. Upon completion of each abatement, final clearance sampling is performed for asbestos, lead and/or other specific contaminants of concern. Similar projects have been completed at the Northside Generating Station, Cecil Commerce Center, SW Wastewater Treatment Plant, and Main Street Waste Water Treatment facility (sandblasting).

 

GLE has assisted JEA by providing an industrial hygiene sampling program to conduct a fly ash assessment for chromium VI, nickel, vanadium, arsenic, total dust and respirable dust. GLE has performed negative exposure assessment activities related to the use of various tools for cutting asbestos cement pipe. GLE has also provided industrial hygiene sampling via  personal exposure monitoring during fueling operations associated with JEA fleet trucks that transport and dispense unleaded and diesel fuels.
