Capital Needs Assessments
Determine condition of all components and compliance with applicable accessibility and other regulations.
Plan and Cost Review
GLE’s engineers and construction experts will review your construction contract and planning documents to ensure the project is planned in accordance with the investment amount, and will meet lender, investment group, underwriter, and/or DCA expectations. We also review line-item costs and the proposed draw schedule for reasonability, and to help mitigate risk associated with front-loading. Constructability and contingencies are also reviewed.
Accessibility Compliance
Including state code requirements, as well as Federal requirements from Titles II and III of the Americans with Disabilities Act of 1990 as implemented by 28 CFR 35; and the Fair Housing Act as implemented by 24 CFR 100 and Section 504 of the Rehabilitation Act of 1973, typically including plan review prior to construction and verification of completion of accessible components as indicated on project drawings during construction monitoring inspections.
Construction Monitoring
Including 30-60% completion inspections for 4%/9% LIHTC funded projects, and quarterly inspections (25%, 50%, 75%) for projects that started after 2022. As part of each inspection, GLE confirms that the committed features and amenities are incorporated into the project. Davis-Bacon interviews are conducted as required in accordance with federal project funding requirements. Inspection reports are delivered within 7 business days of each inspection (5 days for federally funded projects). Concerns or issues are conveyed to the Client within 48 hours. Final inspections document completion of each project.
